S. Korea hit by heavy snowfall Thursday, causing traffic disruption and grounding flights

Following a fierce cold wave the past couple of days, heavy snowfall gripped most of the country today, causing accidents out on the roads, flight cancellations, and water pipe malfunctions. The whole nation has been on alert, with authorities deploying additional measures to keep citizens safe. Kim Mok-yeon starts us off. Snow began piling up from the early morning hours of Thursday in many parts of South Korea. The Korea Meteorological Administration issued heavy snow advisories in parts of Gyeonggi-do, Gangwon, and Chungcheong provinces, with some areas seeing up to 9 centimeters. The capital Seoul saw more than 4 centimeters, though the situation seems to be getting better. The sudden snowfall caused disruption to transport, impacting people heading to work during rush hour. Many had to drive extra slowly amid continuing reports of accidents on the slippery roads. Meanwhile, as of 2 PM, at least three flights have been canceled, and 175 delayed at Gimpo and Incheon airports. Some 110 national park trails have also been closed for safety reasons. At least 524 cases of frozen water meters have been reported in Incheon and Seoul, and 16 water pipes have been frozen in Gyeonggi-do Province. Amid the array of incidents, the Ministry of the Interior and Safety issued a level one response, the lowest of its three-level system for action to be taken during a natural disaster. It has also raised the alert level from "interest" to "caution." Authorities in Seoul have dispatched some 9-thousand people since Wednesday night to clear snow from the roads. Public transport services have also been increased. Subways and city buses are operating at a more frequent rate and for 30 minutes longer during the morning and evening rush hours. Such measures could stay for a couple more days, as the weather agency expects southern areas of Jeolla, Chungcheong, and Gyeongsang provinces to see snowfall until Friday evening. Once the snow comes to a stop, the whole nation is set to combat another fierce cold wave again until the weekend. The American general who played a key role in drafting Japan’s constitution was Douglas MacArthur. He was the supreme commander of the allied powers and was responsible for overseeing the occupation of Japan following World War II. Macarthur was known to be very strict in his oversight of the constitution drafting process. One of the most notable inclusions by Gen. MacArthur was the inclusion of Article 9 in the Japanese constitution. Article 9 renounces war and the use of force as a means of settling international disputes. It’s considered one of the key contributions of the American general to the final version of the Japanese constitution. For the past seven decades, the pacifist constitution has prevented Japan from having a standing army or projecting force in its near abroad. And that decision was taken by an American general and not by the Japanese people. For this I have Professor An Junseong at Yonsei University live on the line. Professor An it's been a while. Welcome back. I also have Kwon Soa here in the studio with me. Soa it's good to have you here. 1) Soa, let's begin with details about the best passports to have this year as disclosed by Henley Passport Index as well as by Arton Capital's Passport Index. {-There are a number of global passport rankings that score countries mainly based on the number of destinations a passport holder has access to without needing a visa. -The Henly Passport Index is the original ranking, which is based on travel information data from the International Air Transport Association. -So, let’s get straight into the most powerful passports to hold in 2023 according to a recently revealed quarterly report by Henley. -It looks at 199 passports and 227 travel destinations. -Japan’s passport is the best to hold this year, with the country topping the index for the fifth straight year. -As you can see a Japanese passport gives you access to 193 destinations around the world without a prior visa. -Then we have Singapore and South Korea close behind, in the 2nd place, with access to 192 countries, followed by Germany and Spain tied in third. -Many European countries in the top ten, the U.S. 7th, -noticeable: 3 Asian countries are sitting in the top three. -S. Korea’s passport ten yrs ago: 13th, since 2018 second or third. -Although this index was the first passport index, invented by the chairman of Henley & Partners (Christian Kaelin), there are other indexes, that are based on different methodologies, that could be different territories divisions or different sources. The Arton Capital’s Passport Index for instance placed the UAE as the strongest passport, followed by 11 countries that all hold the second spot. -Most of them Europe (Germany, Sweden, Finland, Luxembourg, Spain, France, Italy, Netherlands, Austria, Switzerland,) but also S. Korea. -The U.S. and UK were ranked third, along with Denmark, Belgium, Portugal, Norway, Poland, Ireland and New Zealand.} 2) And for the sake of comparison, Soa, which are the worst passports to have this year? {Being in possession of a weak passport can have various reasons, security concerns, government instability, civil unrest, health issues, etc. So, let’s take a look at a number of passports that give their holders access to 40 or fewer destinations without a visa. Afghanistan according to the Henley Passport Index is positioned at the bottom, at 109th, with visa-free access to only 27 countries. The second worst passport to hold in year 2023 is Iraq, Going up from 107th to 103rd, all fewer than 40 destinations, N. Korea at 102nd spot, possible to enter 40 places without a prior visa. In the case of North Korea, the majority of N. Korean residents are not allowed to leave their country so passports are rarely issued.} 3) Professor An, regardless of which index is taken into account, South Koreans have the second most powerful passport in the world. What is the significance of this standing? 4) Also, Professor An, according to the Henley Passport Index, the top three most powerful passports are all Asian including Japan, South Korea and Singapore. What are the broader implications of this reality ? 5) Meanwhile Soa, given Korea's passport standing, its demand in the black market, I hear, is quite high. Please tell us more. 6) Moving forward, Soa, Seoul is currently engaged in a visa spat of sorts with Beijing, right? 7) Professor An, it appears that Beijing is only targeting Seoul and Tokyo and has not expanded its visa suspensions to other countries that have imposed virus testing on passengers from China. How do you interpret this seemingly unfair retaliation? 8) Professor An, how does this visa standoff between China and South Korea look to affect bilateral business interactions as well as social exchanges? 9) Meanwhile Soa, with regard to the broader issue of visas, do tell us a bit about the travel documents needed to enter South Korea. 10) Professor An, back on the geopolitical front, one former Ukrainian lawmaker, speaking on our show last year, called on Seoul to lift visa requirements for Ukrainians seeking to enter South Korea amid Russian invasion. That being said, what are your general thoughts on temporary visa waivers for those from war-torn countries? 11) And finally, back on the topic of passports, Soa, there has been a surge in passport applications here amid the ease in travel restrictions in recent times, I believe? There, member states called on South Korea to make more efforts to resolve issues, including abolishing the death penalty. Lee Seung-jae reports. South Korea’s human rights record was put under the microscope on Thursday, as part of the United Nations Human Rights Council's Universal Periodic Review. Reviewing South Korea for the first time in four and a half years, they welcomed institutional achievements made so far but requested that the Korean government make more effort to resolve issues that have not progressed for a long time, such as the abolition of the death penalty. During the review, South Korea's vice minister of justice Lee Noh-kong laid out the improved human rights policies implemented since the previous review session in 2017, and listened to the opinions of member states at the UPR, which lasted a total of 3 hours and 30 minutes. Most member states agreed that South Korea had introduced most of the recommendations made in 2017. While countries like Israel, Peru, Singapore, Switzerland and Turkiye agreed that the overall human rights situation in Korea had improved, countries like Australia, Norway, Belgium, and Spain urged the Korean government to make greater efforts to completely abolish the death penalty. Representatives of European countries, including Germany, Belgium, Finland and Norway, urged the enactment of a comprehensive anti-discrimination law. The Anti-Discrimination Act, which prohibits all discrimination based on gender, disability, and sexual orientation, has been steadily enacted since 2007, but amendments to the bill have not passed every time. The UPR is a system in which 193 member states of the United Nations take turns reviewing each other's human rights situation and whether to implement recommendations from fellow member states. The 70-year alliance between South Korea and the United States is deepening against growing threats from North Korea and also broadening beyond the traditional security issues. The biggest agenda for the allies this year is undoubtedly North Korea's rampant missile launches and a potential nuclear weapons test expected in the near future. Seoul and Washington have been discussing how to strengthen their extended deterrence against Pyongyang, based on a range of contingencies including a North Korean nuclear attack. "In particular, the U.S. should work to share information more closely with the ROK about how U.S. nuclear weapons would be employed in the event of North Korean aggression. The U.S. should also listen to & incorporate South Korean concerns and feedback into its planning. While the ROK-U.S. alliance lacks NATO’s nuclear planning group, it should work toward the same sort of consultation and planning that exists in that body." While North Korea’s threat remains the focal point of the bilateral alliance, it no longer fully defines the relationship. “We’ve seen this shift from an asymmetric alliance where the U.S. was directing the trajectory of the alliance to one that is more of an equal partnership which looks at issues that go beyond the peninsula, which look at development, cooperation, economic security and talking about promoting democracy.” Looking beyond the Peninsula, South Korea is expected to work closely with the U.S. in its initiatives to preserve a rules-based order in the Indo-Pacific, where unfettered access to its seas enables 60 percent of the world’s trade. Keeping the balance of power in the region will be a challenge, as the rivalry between Washington and Beijing continues to intensify and territorial disputes simmer in the South China Sea. But Seoul could play an important role in strengthening regional stability. "The ROK should consider participating in naval exercises with the U.S. beyond the waters of the East and West Seas to enhance their ability to operate jointly in support of their mutual interests. These exercises could involve a range of relevant operations including ISR, resupply, SLOC protection, minesweeping, amphibious operations, and ASW. Eventually, these steps could even pave the way toward joint U.S.-ROK freedom of navigation operations." With the U.S Defense secretary's possible visit to Seoul later this month, the two sides are expected to discuss how to move their ironclad relations forward. Colder weather across S. Korea; Jeju International Airport resumes flights

Flights have finally resumed on Jeju Island after heavy snow and strong winds caused mass cancelations overnight. Our Shin Ha-young starts us off. It’s the first day after the Lunar New Year holidays, and overnight temperatures across South Korea dropped to their lowest levels for this season. On Tuesday morning, figures in Seoul dipped down to almost minus 17 degrees Celsius, a drop of 15 degrees from the previous day. However, temperatures on Wednesday dipped even further. Morning temperatures in Seoul dropped to as low as minus 18 degrees, while temperatures in Cheorwon in Gangwon-do Province and Paju in Gyeonggi-do Province plunged to over minus 20 degrees. Factoring in wind chill in the country’s capital made it feel like minus 30 degrees. However, the Korea Meteorological Administration say that the temperature across the nation will start to rise from Wednesday afternoon. But cold weather is expected to last for a while with snow forecast for central regions and the country’s southwestern Honam region on Thursday. Meanwhile, flights from Jeju International Airport are resuming on Wednesday morning. Over 70 percent of flights on Tuesday from Jeju Island were canceled due to heavy wind and snow, which left around 40-thousand passengers stranded. 25 extra flights have been added to accommodate 10-thousand passengers who were subject to delays. However, as strong wind, snow and cold wave alerts are still in place, passengers need to check their flight schedules as there could be some changes. Meanwhile, the government on Tuesday checked on the electric power supply situation as the demand for electricity and heating is expected to skyrocket across the nation following the Lunar New Year holiday. Park Il-joon, the Second Vice Minister of Energy Ministry visited a power plant and a substation in Seoul where he urged focus on operation and facility management. S. Korea to boost energy vouchers, increase gas discounts for the vulnerable this winter

Seoul's top office responds with energy vouchers and gas price discounts and so were lawmakers with measures to ease the burden. Our National Assembly correspondent Han Seong-woo has the details. In response to surging heating costs this winter, the South Korean government has proposed an increase in energy vouchers and discounts on gas for the socioeconomically vulnerable. The Yongsan Presidential Office unveiled the plan on Thursday, citing what it referred to as an unavoidable rise in energy costs, and vowed to minimize the burden of energy bills on the people. "The reason heating costs have been rising is because rates have been held artificially low the past few years despite conditions overseas demanding an increase. Plus, international prices for natural gas have soared more than ten fold since the second half of 2021 compared to the first quarter of that year." Senior presidential secretary for economic affairs Choi Sang-mok explained, however, that South Korea's rates are still relatively low, mentioning that the United States, the United Kingdom and Germany all raised gas prices for households last year by roughly three fold from the year before. Under the plan, South Korea will temporarily double the value of energy vouchers already provided to 1.17 million households to 304-thousand won per home, or about 250 U.S. dollars. The state-run Korea Gas Corporation, meanwhile, will double the discount given to 1-point-6 million homes to as much as 72-thousand won, or about 60 dollars. The ruling People Power Party and the main opposition Democratic Party of Korea have been trading blame over the burden that'll be borne by ordinary households. "What we're seeing is the people and the current government suffering from the consequences of the previous Moon Jae-in administration's 'energy populism' disaster." "Considering the war in Ukraine and the current economic situation, it was largely predicted that heating costs would surge. But the Yoon Suk Yeol administration did not prepare adequately and is instead blaming others." DP leader Lee Jae-myung has further called for some 5.8 billion dollars in handouts to help with energy bills, and has proposed a windfall tax on energy companies to pay for it. S. Korean PM urges special care to keep public safe during Lunar New Year

And to make sure everyone can enjoy the long weekend, the government is gearing up to keep a close eye on public safety. Our Han Seong-woo has the details. With the Lunar New Year just around the corner, South Korea's Prime Minister Han Duck-soo has called for public safety measures to be thoroughly set in place across the country before the four-day holiday. "I ask each ministry to take special care to ensure the public can enjoy a safe and comfortable Lunar New Year holiday." In a meeting with relevant ministries in Seoul on Thursday, the Prime Minister said the nation's Central Disaster Safety Situation Room will be run 24 hours a day during the holiday period. The preparations come amid projections of unfavorable weather including cold waves, icy roads, snow and rainfall, strong winds and high seas. As for access to medical care, the Ministry of Health announced the same day that a total of 525 emergency rooms across the country will be offering services 24 hours a day just like they do when it's not holiday season. A daily average of 261 public medical institutions, including small clinics, will be treating patients during the holidays as well. On the economic front, meanwhile, Prime Minister Han revealed that more than 31 billion U.S. dollars in commercial funds will go into supporting small and medium-sized businesses and merchants. The government is also raising the supply of major Lunar New Year goods to its highest ever levels and providing discounts on agricultural, livestock and fisheries products. In addition, the country's taken measures to ease the burden on the vulnerable such as giving electricity bill discounts and energy vouchers. White House releases images of alleged arms shipment from North Korea to Russia's Wagner Group


The United States will impose additional sanctions next week against Russian private military company the Wagner Group, which U.S. officials say has been helping Russia's military in the Ukraine war, the White House said on Friday (January 20) White House national security spokesperson John Kirby said the U.S. Treasury Department will designate Wagner as a significant Transnational Criminal Organization and showed pictured of an alleged weapons shipment from North Korea. Last month the White House said the Wagner Group had taken delivery of an arms shipment from North Korea to help bolster Russian forces in Ukraine, in a sign of the group's expanding role in that conflict. The White House on Friday made public an image dated Nov. 18 that it said showed Russian rail cars traveling between Russia and North Korea. Kirby said North Korea delivered infantry rockets and missiles into Russia for use by Wagner and that the imagery showed five Russian railcars that traveled from Russia to North Korea. S. Korea's business sentiment index falls for 5th straight month

A reading below 100 indicates a more pessimistic view of future business performances. The BSI among manufacturing firms came to 66, falling 5 points compared to the month before, mainly due to shrinking semiconductor demand. S. Korea boosting exports of King's Berry strawberries using natural techniques


달걀보다 큰 킹스베리, 기술협업으로 수출 증대 Korean farmers grow a kind of extra-large strawberry known as the King's Berry, known for being not only bigger but sweeter than ordinary strawberries. Recently, South Korea's agricultural agency found several ways to improve their quality and boost exports of them. Cho Sung-min has more. These strawberries grown in Korea are called King's Berries. They're even bigger than an egg and have a higher Brix level than the a typical strawberry you find in the store. The Brix level indicates a fruit's sweetness. Growing King's Berries is hard because they're prone to a variety of fungal diseases like like powdery mildew, so a group of local scientists recently came up with a way to boost their yields. Their solution is to spray the strawberry leaves with a green freshwater algae called chlorella. Chlorella acts as a protective shield that fends off pests, making the berries much firmer and sweeter. A senior U.S. intelligence adviser says the North will continue to build on its nuclear leverage this year with more provocations and the testing of new weapons. Sydney Seiler, the national intelligence officer for North Korea at the U.S. National Intelligence Council was speaking Thursday local time, at a webinar hosted by the Center for Strategic and International Studies. But he noted the regime understands the overwhelming strength of the alliance between South Korea and the U.S. and that it's fully aware of Washington's commitment to the defense of Seoul. Seiler also pointed out that the reason North Korea has not conducted its 7th nuclear test yet, even after completing preparations is because leader Kim Jong-un doesn't see a need to do so. He said Kim will make the decision after calculating the development need, the demonstration need, the diplomatic need, and the domestic need, and that if the North's goal is to portray a constantly improving and exponentially growing nuclear threat, the nuclear test itself is not so critical. His remarks come as officials from South Korea and the U.S. have been saying since last spring that the North has completed preparations for its first nuclear test since 2017.
